RTRW: Pemda wajib ikuti forum BKPRN

JAKARTA: Pemerintah Daerah wajib mengikuti forum Badan Koordinasi Penataan Ruang Nasional (BKPRN) guna mendapatkan persetujuan substansi Rancangan Peraturan Daerah tentang Rencana Tata Ruang Wilayah dari Menteri Pekerjaan Umum.

Direktur Pembinaan Ruang Daerah Wilayah II Kementerian PU Bahal Edison Naiborhu mengatakan forum BKPRN tersebut juga diperlukan untuk mensikronkan Rencana umum Daerah dengan RTRW Nasional dan peraturan perundang-udangan lainnya.

Setidaknya, sambung Edison ada tiga hal yang perlu diperhatikan oleh Pemerintah Daerah untuk mendapatkan Persetujuan Substansi Raperda RTRW dari Menteri PU yakni proses pengajuan Raperda RTRW, proses evaluasi Raperda RTRW, dan proses persetujuan Raperda RTRW.

Namun sebelumnya, Pemda wajib mengikuti BKPRN sebagai bagian pertama dari proses yang harus dilalui untuk mendapatkan Persetujuan Substansi Raperda RTRW dari Menteri PU.

“Dengan mengikuti prosedur akan mempercepat proses penyelesaian Perda RTRW yang juga akan mempercepat kepastian hukum dalam pelaksanaan pembangunan dan pengembangan wilayah,” ujarnya.

Berdasarkan data dari Kementerian Pekerjaan Umum hingga Februari 2012, dari 33 provinsi, yang telah memiliki perda RTRW hanya sekitar 36,36% atau 12 provinsi yakni DKI Jakarta, Jawa Barat, Jawa Tengah, Banten, DIY, NTT, NTB, Sulawesi Selatan, Gorontalo, dan Lampung, Sumbar.

Adapun, 21 provinsi atau 63,64% sudah mendapatkan persetujuan substansi Menteri Pekerjaan Umum untuk kemudian dibuatkan perda RTRW.

Sementara itu dari 491 kabupaten/kota, hanya 101 kabupaten/kota yang telah memiliki perda sedangkan 304 kabupaten/kota lainnya telah mendapatkan persetujuan substansi dari Menteri PU. 46 kabupaten/kota lainnya sudah pembahasan BKPRN, 4 kabupaten/kota dalam rekomendasi Gubernur, dan 36

kabupaten/kota lainnya masih proses revisi.

PU sendiri menargetkan perda RTRW di seluruh daerah dapat terselesaikan pada tahun ini. Untuk mendorong pemerintah daerah segera memproses perda RTRW, Kementerian PU telah memberikan bimbingan teknis, pendampingan, dan pengawasan. (sut)
